		<description>There is a better idea. We can use cumulative voting in California. Each state senate district would have 3 nested assembly members, this allows for more diverse opinions. People would have 3 votes and they could give their candidate all 3 votes, or give 1 vote for each of the top 3 candidates. Maybe we could have a rule where if you get 20% or better you can win 1 of the 3 seats, so we could see Greens in San Fransisco, Libertarians in San Diego and moderate Republicans in Burbank just as well as moderate Democrats in Fresno too.</description>
